THE DESIGNER IS RESPONSIBLE...
BUT... THE TRUSS DESIGNER IS NOT DEFINED...
Note that there is NOTHING here about the fact that an engineer needs to design the pre-engineered elements such as trusses for the public and there is ABSOLUTELY NOTHING pertaining to the need for an engineer's seal on pre-engineered elements such as trusses..

All the information on the Ministry's site has to do with BCIN D esigners - people who passed a "provincial exam" after taking a few classes - BCIN designers are NOT engineers!

Furthermore, engineers are regulated NOT by the Ministry of Municipal Affairs and Housing but by the Professional Engineers of Ontario - a professional association which is "self-regulated" and which gets much of its funding from the engineers it regulates (kind of a conflict of interest there)!

No one regulates the "guy using truss design software in the lumber yard"!
