ENGINEER #4
CHIEF BUILDING OFFICER (CBO), GUIDO MAZZA, CITY OF GREATER SUDBURY
ENGINEERS... SIX ... PROVIDE INPUT AND WEIGH IN!
In our opinion, there can be no doubt that the CBO for the City of Greater Sudbury allowed his Building Inspectors to "act as engineers" - perhaps as a result of what we now saw as, in our opinion, a very wrong interpretation of the Ontario Building Code Act and what we now saw as a Very Dangerous And Costly Provision In The OBC Act!

A DANGEROUS AND COSTLY PROVISION!
The fact that building inspectors at the City of Greater were allowed to act as engineers is evidenced by both emails and building inspections - and in looking at this - clearly - the facts speak for themselves. The emails show "a history" of a problem... and the building inspections show the very real danger of allowing non-engineers to speak in matters of structural integrity when they are not qualified to do so - and that - is a violation of the law!

We had already been advised by Alfio Mazzuchin, Acting Manager of Code Compliance, in writing, that the City of Greater Sudbury did not provide engineering services to the public. Not comfortable with "the proposed fix" given to us by the municipality, we decided to hire an independent engineer to help advise us as to what was needed for our house. When I mentioned to CBO Mazza, in a meeting on January 5, 2010, that we would be securing an independent engineer, he had insisted over and over again that an engineer was NOT needed in our case in matters of structural integrity. It is my opinion that CBO Mazza, an engineer himself, KNEW more problems would surface if we hired an engineer... and he was right!
