"Alternative Solutions" - and the "TRULY FRIGHTENING"!!!
Given what I had uncovered in my over 4,000+ hours of research and documentation via the Freedom of Information Process and Information Privacy Commission Appeals as I founght a municipality to obtain copies of methods, procedures and policies, in my opinion, this was now a HUGE area of concern - especially since I suspected "the truly frightening" to be true of most municipalities given there were virtually no higher level checks/balances to ensure compliance with the Municipal Act and/or other laws at the municipal level! Also, even though the province issued "certifications" to building inspectors, it had nothing in place to remove certifications from municipal employees who were found to violate the law. That was left entirely to the discretion of municipalities - which, in my opinion, probably would not risk the liabilities associated with disciplining "bad inspectors" and which probably did not have the funds to fight strong national unions for these same employees!

The following email from the Professional Engineers of Ontario - Standards and Practice - puts the responsibility for "alternative solutions" squarely on the Chief Building Official (in most municipalities/cities... this is an engineer (who would be "regulated by the self regulated Professional Engineers of Ontario (PEO - a professional association funded largely by the engineers it "regulates" - in my opinion, a rather glaring "conflict of interest"). The FACT remained, however, that in many municipalities the "building official " is NOT an engineer!

And who regulates the PEO if problems are found within that organization and/or it does not fulfill its mandate to protect the public first and foremost?
